2025 Annual Meeting: A Year of Progress, Leadership, and Forward Momentum

Members of the Home Builders Association of the Sioux Empire gathered at the Association office for the 2025 Annual Meeting powered by First Premier Bank, coming together to reflect on an outstanding year, celebrate accomplishments, and take care of essential business that keeps the organization strong and member driven. Nearly every corner of the Association was touched on during the meeting, from strategic initiatives to leadership transitions, showcasing the continued strength, unity, and forward momentum of the HBA.

This year’s Annual Meeting featured a comprehensive year-in-review, highlighting the Association’s achievements in advocacy, workforce development, member engagement, events, and community impact. Members also carried out the important formal actions that define an annual meeting: electing new Board Members and Executive Officers, appointing SDHBA and NAHB Delegates and Alternates, reviewing and discussing updates to the Articles of Incorporation, and recognizing outgoing Board and Committee leaders.

2026 SDHBA Delegate and Alternate Appointments

The Home Builders Association is proud to announce the newly elected 2026 SDHBA Delegate and Alternate Appointments, each bringing deep industry experience and a passion for advocating the Association’s mission.

Joel Ingle, C-Lemme Companies (Builder Delegate)

Joel brings a builder’s perspective grounded in real-world project delivery and day-to-day construction challenges. He’ll be a steady voice for practical solutions that support quality building, smart growth, and a strong industry workforce.

Dusty Rallis, Rallis Construction (Alternate Builder Position)

Dusty is a hands-on construction leader who understands what it takes to keep projects moving efficiently and safely. As an alternate, he’ll be ready to step in with informed input and dependable follow-through whenever needed.

Paul Mantz, Northwestern Energy (Associate Delegate)

Paul offers valuable insight into how utility planning and infrastructure impact development timelines and long-term community growth. He’ll help strengthen collaboration between builders and essential service providers to keep projects aligned and moving forward.

Sabrina Meierhenry, Land Title Guaranty (Associate Delegate)

Sabrina brings a strong understanding of title work and the details that keep real estate transactions smooth and compliant. Her experience will help ensure the delegate group considers risk, accuracy, and efficiency in every step of the building process.

Todd Boots, CityWide Insulation (Associate Delegate)

Todd brings a performance-focused mindset with expertise in energy efficiency and building comfort. He’ll be an advocate for high-quality installation standards and practical approaches that improve homes while keeping projects on track.

Matt Swenson, Dakota Wholesale Plumbing (Alternate Associate Position)

Matt understands the supply-side realities that affect schedules, costs, and jobsite success. As an alternate, he’ll add a dependable, solutions-oriented perspective on materials, coordination, and keeping projects running smoothly.

2026 Newly Elected Board Members

The Association is also pleased to welcome two newly elected members to the Board of Directors, each bringing valuable experience, insight, and commitment to the mission of the HBA:

Nick Mimmack, 1J Homes (Board Member)

Nick brings on-the-ground industry insight into the challenges and opportunities builders face. His real-world experience, understanding of construction needs, and commitment to strengthening our workforce make him a valuable voice on the Board.

Josh Johnson, Houston Engineering (Board Member)

Josh contributes a strong background in engineering, land development, and community infrastructure. His strategic thinking, professionalism, and deep understanding of development processes will support the Association’s advocacy and long-range planning efforts.

Congratulations to Nick and Josh on their election to the Board of Directors. Their leadership and engagement will be tremendous assets in the year ahead.

2026 Newly Elected NAHB Delegate Appointments

Brad Mair, A-Plus Construction (Builder Delegate)

Brad is known for bringing people together to get work done, calm under pressure and focused on doing things the right way. He’ll represent builders with a clear, grounded perspective and a drive to keep decisions practical and workable in the field.

Cory Hjellming, Hjellming Construction (Builder Delegate)

Cory brings a builder’s leadership style that’s steady, direct, and team-focused, with a strong track record of delivering quality projects. He’ll be a great delegate because he communicates clearly, builds trust across partners, and keeps priorities centered on what benefits the industry long-term.

Preston Mettler, First Choice Development (Builder Delegate)

Preston adds a development-minded lens that connects builder needs with the realities of planning, growth, and long-term community impact. He’ll be effective at spotting opportunities, navigating challenges early, and keeping the group focused on forward progress.

Russ Pies, Builders FirstSource (Associate Delegate)

Russ brings day-to-day insight into what builders are experiencing from the materials and logistics side, and where bottlenecks can be prevented. He’ll be a great delegate because he’s solution-driven, responsive, and able to translate challenges into next-step improvements.

Recognizing Committee Transitions

In addition to Board leadership, the Association recognized outgoing Committee Chairs for their time, dedication, and leadership throughout 2025. Their work directly shaped events, member engagement, workforce programs, and community outreach. The meeting also welcomed the new 2026 Committee Chairs, who will carry forward this important work with fresh ideas and renewed enthusiasm. The ongoing commitment of volunteer leaders ensures the Association remains vibrant, innovative, and responsive to members’ needs.

Looking Ahead With Purpose

The Annual Meeting also reaffirmed several key priorities as the Association looks toward 2026. Workforce development remains at the forefront, as the future of the building industry depends on attracting, preparing, and supporting the next generation of professionals. Advocacy also continues to be a core focus, especially efforts to protect the freedom to build and ensure policies at every level support growth and housing opportunity.

Members were also introduced to the updated Member Code of Ethics, reinforcing the Association’s long-standing commitment to integrity, professionalism, and treating one another and the community, with respect. These principles continue to define the Association as the gold standard in the Sioux Empire.

United for the Future

The 2025 Annual Meeting highlighted the power of collaboration, leadership, and a united membership. As the Home Builders Association of the Sioux Empire steps into 2026, we do so with strong momentum, dedicated leaders, and a shared commitment to strengthening the industry for generations to come. This milestone year also marks our 70th anniversary, and with it, the Association will debut a fresh, modern new look, a reflection of our continued evolution, innovation, and vision for the future.

With continued engagement, integrity, and passion from our members, the future of the Association, and the building industry across the Sioux Empire, remains bright. Together, we are not only honoring our history but boldly shaping the decades ahead.
